In short
Cisco Meraki is managed entirely from the cloud-based Meraki dashboard, which keeps multi-site operations simple. Cisco Catalyst is managed from the command line or Catalyst Center, giving more configuration depth and on-premises control. Many Catalyst switches can now be managed in the Meraki dashboard, and Cisco's Wi-Fi 7 and Smart Switch hardware can run either way under subscription licensing.

The short answer
Choose Meraki when you want a network that a small IT team can run across many sites from one browser tab, with configuration, monitoring, firmware and licensing in one place. Choose Catalyst with Catalyst Center when you need deep, programmable control of a large campus, already have the skills and tools for it, or have reasons to keep network management in your own environment.
The more useful answer in 2026 is that the hardware choice matters less than it did. Cisco's Wi-Fi 7 access points and its newest Smart Switches can be managed in the cloud or on-premises when licensed by subscription, and many existing Catalyst switches can join the Meraki dashboard. The real decision is the operating model: who manages the network, from where, and how much depth they need.
How each is managed
Meraki uses an out-of-band cloud architecture. Devices connect to the Meraki cloud for management, but user traffic does not flow through it, and if the cloud is unreachable, devices carry on with their last known configuration until it returns. Everything is done in the Meraki dashboard: organisations and networks, templates, alerts, firmware scheduling, admin roles and an API. There is no controller or management server to host.
Catalyst switches and wireless controllers run IOS XE. You can configure them directly from the command line, or through Catalyst Center, Cisco's management system for automation, assurance and policy (its Advantage tier adds software-defined access). Cisco says Catalyst Center can run on-premises or in a public cloud, so you host and maintain it rather than Cisco running it for you as a service.
For the wider trade-offs between the two approaches, see our guide to cloud-managed vs on-premise networking.
Meraki vs Catalyst comparison table
| Cisco Meraki | Cisco Catalyst | |
|---|---|---|
| Management | Meraki dashboard (cloud), plus API | Command line or Catalyst Center |
| Where configuration lives | Meraki cloud, pushed to devices | On the device or in Catalyst Center |
| Infrastructure to host | None | Catalyst Center (on-premises or public cloud) and, for wireless, a controller |
| User traffic | Stays local; only management data goes to the cloud | Stays local |
| Multi-site operations | Built in: templates, organisation-wide views and alerts | Through Catalyst Center sites and automation |
| Configuration depth | Opinionated; common features exposed in the dashboard | Full IOS XE feature set |
| Firmware | Scheduled from the dashboard | Managed through Catalyst Center or by hand |
| Licensing | Meraki co-term, subscription or Enterprise Agreement | Cisco Networking Subscription, Enterprise Agreement or legacy DNA licences |
| Typical fit | Distributed organisations, lean IT teams | Large campuses, network engineering teams |
The licensing row deserves a closer look: Meraki licensing has three models, and they cannot be mixed in one organisation. Our guide to the Meraki licensing models explains the differences, and the subscription licensing page covers the unified licences used by Cisco's newest hardware.

How Cisco has brought Meraki and Catalyst together
Four changes have blurred the old line between the two:
- Catalyst switches in the Meraki dashboard. Cisco's Meraki switch range now lists cloud-managed Catalyst switches alongside the MS family, and eligible Catalyst switches running IOS XE can be onboarded to the dashboard. They run in cloud configuration (the dashboard is the source of truth) or device configuration (configuration stays on the switch, with dashboard monitoring and troubleshooting). Device configuration replaced the older Cloud Monitoring for Catalyst, which ended on 31 March 2026. Our cloud-managed Catalyst page explains both.
- One hardware family for wireless. Cisco Wireless Wi-Fi 7 access points are global-use hardware that can run in the Meraki cloud or on a Catalyst wireless controller and be redeployed if your plans change. See Meraki Wi-Fi 7.
- Unified licences and management modes. With Cisco Networking Subscription unified licences, Wi-Fi 7 access points and the Cisco Smart Switches that Cisco classes as next-generation hardware can be managed in cloud, mixed (devices on-premises, licences and inventory in the Meraki dashboard) or on-premises mode. Term licences bought under co-termination are cloud-only, and Cisco says other Cisco Networking Subscription products are cloud-only too.
- Shared visibility. The Meraki and Catalyst Center Global Overview shows Catalyst Center site health and alerts next to Meraki organisations, and Cisco Cloud Control builds on it as a single platform across Cisco's portfolio.
Classic Meraki MR, MS and MX devices remain cloud-only. The convergence runs mainly one way: Catalyst hardware gaining a cloud option.
Meraki MS vs Catalyst switches
For switching specifically, the choice now looks like this:
- Meraki MS switches run Meraki firmware and are designed for the dashboard from the start, in compact, access, distribution and rugged families. See Meraki MS switches.
- Cloud-managed Catalyst switches run IOS XE and bring features such as BGP, VRF, VRRP and EVPN fabric into the dashboard as each release adds them, while keeping the Catalyst hardware platform.
- CLI or Catalyst Center managed Catalyst keeps the full IOS XE feature set and on-premises control.
If you are refreshing switching, it is worth comparing a Meraki MS design with a cloud-managed Catalyst design for the same sites before you decide. Our cloud managed switches guide sets out the selection criteria.

What about firewalls and SD-WAN?
On the security side the comparison is between the Meraki MX security and SD-WAN appliances, managed in the dashboard, and Cisco's other firewall lines. That is a different decision with its own trade-offs, covered on our sister site in Cisco Secure Firewall vs Meraki MX. For MX licensing, see Meraki Enterprise vs Advanced Security.
Who each suits
Meraki tends to suit multi-site organisations such as retailers, schools and trusts, hospitality groups, professional services firms and charities, where a small team needs consistent configuration everywhere and clear visibility without running management servers.
Catalyst tends to suit large single campuses, organisations with an in-house network engineering team and established Catalyst Center processes, and environments with requirements that call for the full IOS XE feature set or management kept in-house.
A mix can suit organisations with both profiles: Catalyst Center at head office, Meraki at branches, with Global Overview pulling the view together. Cisco's unified licensing makes it easier to change your mind later on Wi-Fi 7 and Smart Switch hardware.

Frequently asked questions
What is the difference between Cisco Meraki and Catalyst?
Meraki is managed entirely from the cloud-based Meraki dashboard, with no controllers or management servers to host. Catalyst runs IOS XE and is managed from the command line or Catalyst Center, which gives more configuration depth and keeps management in your own environment.
Can Catalyst switches be managed in the Meraki dashboard?
Yes, for eligible Catalyst switches running IOS XE. They can run in cloud configuration, where the dashboard is the source of truth, or device configuration, where configuration stays on the switch and the dashboard provides monitoring and troubleshooting.
Is Meraki better than Catalyst?
Neither is better in general. Meraki suits distributed organisations and lean IT teams that value simple, central operations. Catalyst suits large campuses and teams that need the full IOS XE feature set or on-premises management. Some organisations use both, linked through the Meraki and Catalyst Center Global Overview.
Does Cisco Wi-Fi 7 work with both Meraki and Catalyst?
Yes. Cisco Wireless Wi-Fi 7 access points are global-use hardware that can run in the Meraki cloud or on a Catalyst wireless controller. Mixed and on-premises management need Cisco Networking Subscription unified licences; co-term licences are cloud-only.
Is Catalyst Center a cloud product?
Catalyst Center is a management system you run yourself. Cisco says it can be deployed on-premises or in a public cloud. It can also be linked to the Meraki dashboard through the Meraki and Catalyst Center Global Overview for shared visibility.
